The plan clearly states that by 2020, the scale of the national oil and gas pipeline network has reached 169 thousand km, of which crude oil, refined oil and natural gas pipelines are 32 thousand, 33 thousand and 104 thousand km respectively, and the storage and transportation capacity has obviously increased. By 2025, the national oil and gas pipeline reached 240 thousand kilometers, crude oil, refined oil, natural gas pipeline mileage reached 37 thousand, 40 thousand and 163 thousand km, the progressive realization of the natural gas home into the store into the factory, the national urban natural gas population reached 550 million, the proportion of natural gas in the energy consumption structure is about 12%.

"Planning" requirements, speed up the oil and gas pipeline operation mechanism reform, innovation of oil and gas infrastructure investment and financing mechanism, encourage social capital to participate in investment and construction; at the same time, increase investment in the central budget, to support the national oil reserve base and Tibet natural gas and oil pipeline construction; according to the approved cost, reasonable income principle, approved the price of pipeline transportation; study the introduction of gas storage cushion gas subsidy policy; innovation bonds varieties and ways to encourage domestic and foreign social capital to set up international oil and gas cooperation fund.
